Procurement & Contracts Manager

We are recruiting for a Procurement and Contracts Manager for an international trade and development company based in Doha, Qatar.
Purpose of the Job
To handle and execute all procurement and contract-related activities for projects, such as tendering, procurement and contracts as well as evaluating and coordinating with contractors / consultants in collaboration with the requesting zones in alignment with the company's established policies and procedures.
Main Duties and Responsibilities
1. Develop and implement all project-related procurement and contracts policies and procedures across all projects.
2. Ensure that all projects-related procurement and contracts and transactions are fully compliant with the established policies and procedures, and promote high standards of business ethics and integrity.
3. Prepare and issue tender invitation packages for projects in close coordination with end-users and act as a focal point for requests for clarifications and external communication with bidders.
4. Coordinate the technical bid evaluation process for projects-related procurement and participate in the commercial evaluation on the acceptable bids and prepare award recommendations.
5. Coordinate with the Limited Tender Committee and General Tender Committee for approval in line with the company's established policies and procedures.
6. Provide timely and accurate responses to external bidders in an ethical manner while complying with the company's established policies and procedures.
7. Provide direction for negotiations with relevant stakeholders regarding financial and contractual issues.
8. Establish communication between Project Controls and Contracts team and Projects team and relevant stakeholders in order to achieve the company's overall mission.
9. Manage risks related to the procurement process and operations, key controls, mitigating actions, and develop action plans to adequately manage risks.
10. Manage the signing of contracts and ensure their timely renewal / replacement.
11. Assist the Projects Control and Contracts Director in developing and reviewing agreements’ documentation in coordination with the Legal Department with regards to contractual matters, particularly those related to terms and conditions, contractual claims and counter claims, as appropriate.
12. Follow up on the delivery of services per zone and ensure contracted terms and conditions are being met.
13. Maintain records, including performance, contract documentation (bank guarantees, performance bonds, insurance policies, etc.).
14. Manage and ensure the appropriate closure of contracts including practical completion, final accounts, release of retention's, etc.
Bachelor’s Degree in Engineering or related field is required.
Master’s Degree in Engineering or Business Management or related field is preferred.
  • A minimum of 10-12 years of work experience in the required discipline.
